Goodyear Crane Certification: Data Centers and a New Freeway
Two very different kinds of construction are running side by side in Goodyear right now. One is the data center: big, boxy, power-hungry buildings that Microsoft has been adding near Goodyear Airport since 2018. The other is a freeway. In June 2026 the state began extending the Loop 303 south of Interstate 10, and much of the new road will be elevated. Data centers want repetitive equipment sets done with precision. Freeway bridges want girders set over railroad tracks and live traffic. Both want certified crane operators, qualified riggers and signal persons, and our online courses prepare you for those written exams.

The Loop 303 goes south
ADOT started clearing the corridor for the Loop 303 extension on June 15, 2026. The roughly four-mile freeway runs from Van Buren Street to Maricopa County 85, largely following the Cotton Lane alignment, and is designed to connect later with the planned State Route 30. ADOT's fact sheet lists a full interchange at Yuma Road, half interchanges at Lower Buckeye Road and Elwood Street, completion of the Van Buren interchange, and a freeway elevated over cross streets and the Union Pacific Railroad. The work is expected to take about four years.
Bridge work is a crane specialty. Girders are long, heavy and flexible; they are often set with two cranes in a tandem pick, at night, with traffic closures timed to the minute. Lifts next to a railroad add the railroad's own safety rules and flaggers. Operators who understand multi-crane lift planning and riggers who can calculate load share between two hooks are in demand on jobs like this.
Microsoft's Goodyear footprint
Microsoft bought its first Goodyear site, just south of the airport, in 2018 and a second site in 2019. It later added 100 acres next to the original campus; with earlier purchases, its local footprint passed 550 acres, with six data center buildings existing, under construction or proposed on that campus at the time of the report. Microsoft launched its West US 3 Azure region, based in the Phoenix area, in 2021.
On a data center, the crane schedule follows the building schedule: structural steel and roof deck, then dozens of rooftop and yard units, then generators and electrical gear. Picks often land near the edge of the chart because equipment is set deep into a building footprint or a fenced yard.
Choosing your first certification
- Freeway and bridge work: mobile crane operator for the cranes setting girders, plus Rigger Level 2 for whoever plans tandem picks.
- Data center equipment sets: mobile crane operator for the crane and Rigger Level 1 for crew rigging units and generator skids.
- Night closures and blind picks on either job: signal person qualification, especially radio signaling.
Southwest Valley conditions and testing
Summer in Goodyear is long and harsh. ADOSH has emphasized heat since 2023, and in 2026 Arizona approved employer heat guidelines centered on water, shade, rest and acclimatization. Freeway crews benefit from the overnight closures ADOT uses, which also keep lifting out of the worst heat. Monsoon storms can still bring gusts and dust in the evening, right when a night closure is starting, so wind checks belong in the pre-lift briefing.
The written exam is a computer-based test at a proctored location, and the practical exam is booked through the certifying body at an accredited site. Goodyear sits on the I-10 corridor, so central Valley test locations are usually reachable by freeway. Neighboring pages: Avondale, Buckeye, and Surprise up the 303.
Common questions
Do ADOT freeway contractors require crane certification?
Operators of covered construction cranes must be certified, and public highway contracts typically expect contractors to meet state and federal safety requirements. Bridge contractors also commonly require certified riggers and signal persons on critical picks.
What is a tandem lift and is it on the exam?
A tandem lift uses two cranes to lift one load, such as a bridge girder. Multi-crane lifts involve load-share calculations and special planning. The concepts are covered in operator and rigger preparation, and the rigger exams address load distribution.
Is data center work steady?
Data center construction in the Valley has been active for years, but specific projects start and stop based on each owner's plans. We cannot promise jobs; certification simply makes you eligible for more of them.
