Holbrook Crane Certification: Rail, Interstate and Plant Work
Holbrook exists because of the railroad. Tracks reached the site in 1881–82, the town took its name from the first chief engineer of the Atlantic and Pacific Railroad, and the line is now part of BNSF's transcontinental route. Interstate 40 runs right through town on the old Route 66 alignment, and Holbrook has been the Navajo County seat since the county was split off from Apache County in 1895. A rail main line, an interstate and a retired coal plant just down the road add up to a particular kind of crane work. Here is how national certification fits it, and how to study for it online from the high plateau around 5,000 feet.

Lifting along a transcontinental corridor
Interstates and main-line railroads generate lifting work long after they are built. Bridge decks get rehabilitated, girders are replaced, culverts and drainage structures are rebuilt, and signal and track equipment needs replacing. Much of that work happens next to live traffic or active track, where the swing radius, the tail swing and the location of every worker on the ground have to be planned before the first pick.
Railroad property has its own safety rules and access requirements on top of anything OSHA requires, and railroads often set their own qualifications for contractors. If you are aiming at that kind of work, a solid grounding in rigging and signaling is as useful as the operator card.
Cholla: from coal shutdown to a possible gas conversion
West of town near Joseph City, Arizona Public Service retired the last coal units at the Cholla Power Plant in 2025. APS has since announced plans to convert two of the closed units to burn natural gas, with construction targeted to begin in 2028 and roughly 380 megawatts online around 2029. That plan still requires approval from state regulators, so treat it as proposed until it is confirmed.
We cannot predict who would staff such a project. Generally speaking, though, demolition of old equipment and installation of new burners, ducts and piping in an existing plant is lift-intensive work for mobile cranes, riggers and signal persons.
The rules, and the certifications that answer them
Off the reservation, crane work in Navajo County falls under ADOSH, Arizona's OSHA State Plan agency, which enforces the federal crane standard. That standard requires certified operators for covered construction work (29 CFR 1926.1427), a qualified signal person when the operator cannot see the load or landing area (1926.1428), and qualified riggers for assembly and for hooking up loads in certain situations. Arizona does not issue a state crane license. Much of the northern part of the county lies within the Navajo and Hopi reservations, where jurisdiction works differently; see our Window Rock page for that discussion.
- Mobile crane operator for bridge, plant and commercial lifts
- Signal person for picks next to traffic, track or structures
- Rigger Level I for crew members rigging girders, pipe and equipment
- Service truck crane operator for fleet and equipment maintenance crews
Plateau wind and getting to the exam
The open country around Holbrook is known for wind, especially in spring, and winter brings freezing nights. Wind speed, gust behavior and the sail area of a load are core exam topics for a reason: they are what most often turns a routine lift into an incident on the plateau.
Our course prepares you for the written exams online. The practical exam is hands-on, on a crane, through the certifying body, and you will likely travel for it. Practice with realistic material first; our NCCCO practice questions guide explains what the questions look like. Winslow is just west on I-40, Show Low is south up the Rim, and St. Johns is to the southeast.
Common questions
Do railroads accept NCCCO certification?
Railroads and their contractors set their own requirements, which may include certification plus railroad-specific safety training. Ask the employer what they require for a given job.
Is the Cholla gas conversion approved?
At the time we checked, APS had announced the plan but it still needed approval from state regulators. Check current news before relying on it.
Does online study replace the practical exam?
No. The practical is an in-person, hands-on test through the certifying body. Online prep covers the written exams.
